PC powers on but error (0xc0000102) prevents normal use of the PC.

Hello,
my problem is as follows:
The PC starts normally, but when I reach the desktop, the error 0xC0000102 appears immediately, before I click on anything:
RtkNGUI64.exe - Application Error
The application failed to start correctly (0xc0000102). Click OK to close the application.
Then
AvastUI.exe - Application Error
The application failed to start correctly (0xc0000102). Click OK to close the application.
Many programs no longer work and show: File system error (-1073741566).
I suspect Avast Cleanup deleted important files.
But I can't uninstall it or open CCleaner to fix the registry.
I also cannot install programs.
The Windows troubleshooting system is not working.
The Windows recovery and reset system are also not functioning

Hello,
Start with the advanced system recovery options using method 1 from this page: Windows Advanced Recovery Options.
The idea is to restart on the page where you are asked for the password, with the icon at the bottom right and while holding the Shift key.
If you do NOT get to the window where Windows asks for passwords, due to freezing or crashing beforehand...
Turn off the computer twice during the Windows loading.
It will enter repair mode, which will also give access to the advanced system recovery options.
(If starting the advanced recovery options is impossible, you need to create a USB drive to boot from; there is a link on the previous page for that).
More help:
Once there, go to Troubleshoot; you can then try:
From the settings menu, restart Windows and go into Safe Mode WITH NETWORKING, from there you can uninstall a problematic application like your antivirus.
Create a new administrator user, see: How to create a new administrator user in Windows
See if the same happens there.
If not better, try uninstalling the last update if a recent one has been installed that might be the cause of the problem, see: Uninstall Windows Updates
Lastly, go back to the troubleshooting options and then:
