You need to run both applications (Uplay and Epic Games) as administrator, then launch the game on Epic Games and there will be an update.
I found the solution!
In fact, it's simple, just launch Uplay, then go to "my games," then on Assassin's Creed Syndicate. Once on the game's page, you'll see written at the bottom of the "download" button in blue: "locate the game" or "locate the installed game files" (something like that anyway) and so you click on it, then go find the game where you installed it and select the game. It might check the game files and then Uplay will suggest updating the game and that's it!
For me, the game started without any problems after that.
I hope it works for you!
And if it does, feel free to share the tip if needed!

For those who didn’t understand like I did at first, I’ll simplify things for you. I thought I had Uplay because it was installed by default with Assassin's Creed, but actually, you need to go to this link: https://ubisoftconnect.com
(or go manually to download Uplay from the Ubisoft website)
Once you have installed Uplay, log in with the email address you used for your Epic Games account. Once you’re in Uplay, go to the "My Games" section and you’ll find all the Ubisoft Epic Games, including Assassin's Creed. I just had to download Assassin's Creed (I installed it on drive C or local for those who don’t know what that is) as I saw that it can avoid some launch bugs. And now it’s supposed to work perfectly. (Don’t worry, I had a little loading time on the game icon, but then it launched. Have a good day and enjoy your game!)

I don't have any error messages, yet the sync is done between Ubisoft and Epic Games, and the game is up to date. Uninstalling didn’t fix anything, as I also used the option to install directly on drive C, as I had seen on certain forums, but the problem is still not resolved.
Hi,
Develop a little...
It's not starting, ok... Do you have an error message or something?
Has the game been installed correctly? Have you linked your Ubisoft account to Epic?
Do you have Uplay installed? Is the game up to date?

Hello,
I have the same issue, even though the game is properly installed, the synchronization is done between my Ubisoft and Epic Games accounts, Uplay is installed but it gives me an error message 17014 when I try to launch the game. I've followed the instructions to fix the problem, but nothing works.
Thank you in advance.

I finally found the solution on an English forum: https://forums.ubisoft.com/showthread.php/2190379-error-code-17014
I have the same problem as him, I have Uplay installed and I went through Epic Games to buy the game (AC) because it was free and I wanted to test it. However, as soon as I launch the game, it redirects me to Uplay asking me to reinstall the game which already takes up 40GB on my hard drive.
Oh and by the way, I still tried to reinstall it but now I get this error message: "Unable to start download code: 17014"
