Where is the "red" LED behind? On the power supply?
The error message seems to indicate a power failure... and the "red" LED confirms that something is stuck...

The LED is at the back; there is no LED on the power supply. There is one on the motherboard that is stable and another one at the back near the network interface.

Near the network interface? That doesn't tell me much more... We would need a picture, then... Because your positioning of the LED is unclear and we don't know exactly what it refers to.
If you have no LED lighting up on the power supply... that's a bad sign. Is it definitely an original DELL power supply?
Is the server not booting after a sudden shutdown? After a normal shutdown?

It doesn't want to start after a normal shutdown. It was turned off for almost a month. No LED is lit on the power supply itself. Is there a way to remove the power supply and test it externally? How should I do that, please? If the power supply has a problem, how is it that the small screen in front is lit and works perfectly?
