No access to Ammunation and Los Santos Custom

Hello, I am a fairly new player in GTA 5, and I have encountered a problem when going to an Ammunation and Los Santos Custom store; I cannot access the customization and weapon buying interface for an unknown reason. This is a problem for me because I am stuck on a mission where I MUST modify a vehicle. If you know what to do, please let me know. I am currently on PS4.
