Bluetooth activation does not depend on the operating system, but rather on whether you have a Bluetooth card in this PC or if you have plugged in and installed an external Bluetooth dongle.
In the first case, you sometimes have a dedicated button on the keyboard; otherwise, you need to go to settings (Windows button, gear icon), then devices, and activate Bluetooth.
This applies if your internal or external card has a driver for Windows 7.

I don't have a Bluetooth button on the keyboard, so I went to settings and devices, but I can't find any mention of "turn on Bluetooth." So if I understand correctly, I need to install an external Bluetooth dongle, but how do I do that?

A Bluetooth dongle looks like and plugs in like a USB stick. Make sure to choose one that doesn't stick out too much (less than one cm, like those from Trend, D-Link, or others). These products cost less than 20 euros, sometimes around 10, depending on the range.
However, avoid a dongle dedicated for mouse-keyboard use like those from Logitech, and make sure to pick a dongle certified for W7 and W10 in case of a future upgrade to Windows 10.
The installation is done just like with any other device, which involves installing the driver usually provided on a CD, then inserting the USB dongle.
On W10 (I don't remember about W7), you don't need to install the driver because it is included in Windows.
You can try plugging in the Bluetooth dongle directly and removing it to install the driver if it is not recognized.
Edit: I forgot to mention that the Bluetooth device (speaker, headset, mouse, keyboard, robot, etc.) you want to connect must also be W7 compatible, meaning the manufacturer has produced the appropriate driver, which is not always the case.
