Block a contact when changing devices

Hello,
I made a mistake using my professional number and talking to an ex -_-'
She keeps sending me personal messages... and soon I'm going to change jobs.
I'm afraid she'll continue to send texts and messages on WhatsApp.

My question is:
If I block her on incoming calls (phone) and WhatsApp, then when I return my number to the administration; if someone else uses this number, will they receive messages?
In other words, does the blocking happen on the device or on the number (SIM)?

(PS: She is not the type to believe me even if I told her I'm changing my number) and honestly, I want to have peace of mind too.

Hi,
for WhatsApp, you can close the account, it’s not a problem, anyway it’s linked to the number.
For SMS, it’s a different story, the operator needs to block them.
