Multi City Connect Key: How It Works?

Hello,
I just bought a 2015 Citroën Cactus (C4). The tablet doesn't have GPS. Citroën tells me that we can't add GPS. I was told about the Multi City Connect key. Does this key work without a subscription? Does it allow internet access on the tablet? (Access to Mappy, YouTube, checking my email...)
Basically, how does Multi City Connect work?

I just found a used multi City connect key for €50.
If this key works without a subscription, I'm tempted to give it a try.
Do you know if it works without a subscription?
