Skyrim SE won't launch

So I have a little problem with my Skyrim SE (special edition), when I launch it from Steam, it shows "Preparing to launch The Elder Scrolls V: Skyrim" and stays like that for an eternity without starting.
I have already tried uninstalling/reinstalling it, checking the integrity of the game files... I'm out of ideas.
I'm explaining my version in detail because it might help you understand.
My old PC (running Windows 7) just died and Skyrim worked perfectly on it. I bought a new PC (running Windows 10) and that's when Skyrim decided not to launch anymore. I thought with a new PC it would be much more performant (for Skyrim), but it doesn't even start :(
And once I try to launch it, next to the game name in the Steam library, it says "0% 0bytes/s" and the game doesn't start.
Any solution?

Have you deleted the documents containing the Skyrim settings that can prevent it from starting if misconfigured from the beginning, or corrupted?
What’s the configuration of your new PC? Is your graphics driver up to date?
Has the game installation been completed?
