I need to modify a PDF file in Illustrator and when I open it, I end up with gibberish that is impossible to edit...
What can I do to be able to work?

Fonts must not be embedded....
Illustrator cannot interpret embedded fonts, try using CorelDRAW
Another solution, if you have Acrobat Pro, is to vectorize the fonts.. You may not be able to edit the text directly, but the file should open correctly in Illustrator and you can delete the objects to replace them with text. -

Without specific tools, it's going to be difficult....
With Acrobat "Pro" and Pitstop, you could do it, but you still need to have that software.
Another possibility that I sometimes use depending on the case is to import the PDF into InDesign and place text boxes over those to be modified in the PDF.
Another thing to try (without guarantee) is to add a page to your PDF file that includes all the fonts used and incorporate them fully (and not partially, and provided that the fonts are not protected against incorporation, which is possible for TTF).
This would allow (theoretically) to make the fonts common to all pages of the file.
