Let's start from the beginning:

A restart (ON OFF)?

A complete restart of iOS?
Charge for at least 10 minutes.
Do not unplug & press the Power button simultaneously with the Home button (the one in the center at the bottom) for 30 seconds.

Is iOS up to date?

Then if that doesn't work, press and hold the app icon for 5 seconds:

A) Complete uninstallation
B) Restart of iOS.
