why are there apps that don’t display in landscape mode but only in portrait mode?

    It all depends on the application.
    Specific applications?

    It's quite common for games, for example:

    Landscape only for Connect Four - Casual Arena.
    Portrait only for Connect Four - Benjamin Lochmann.

    Changing orientation is generally possible on applications that avoid using the browser.

    I was also told that the developer simply didn't plan for it, so I got back to them,

      Yes, that's right, it's not planned or it's not compatible/available. Often the developer simply chooses the best orientation. It must be much more complex to create a second structure.
      => For Connect Four it would indeed be possible.

      In some cases, it would be unusable otherwise, Jetpack Joyride is only possible in landscape.
