Start windows 10 without being connected

Hello,

Since the last Windows 10 update, I can no longer start my computer unless I am connected to the web.
Message "no connection... please connect to the network."
Additionally, it keeps looping on the input for Hello.

How can I start my computer and Windows without being connected to the web?
