Issue creating a Steam account

Hello everyone,

First of all, I want to tell you that I have thoroughly looked through the topics regarding my request on this forum as well as on many others.
The subject has already been mentioned but no answer addresses my problem

I bought PCM2018 three days ago, and for the game installation, it needs to install Steam first and asks for information to create an account. When I enter my email address and it starts creating my account, the same error message always appears: “Your computer is currently unable to connect to the Steam servers.”

To fix this problem, I have installed/uninstalled Steam, checked the firewalls, checked my modem and the status of my connection, deleted some files and updates,... and the same message keeps coming back.

I cannot send a message on the Steam forum because I do not have a created account, I sent a message to the game developer Cyanide but received no response, so I am turning to you in the hope of getting a clear and precise answer about this problem.
