Iphone4 + sim ok but stuck on 'unlocking'

Hello,
I bought a used iPhone 4 that has been checked to send and receive SMS and voice calls.
I requested a micro SIM from Nrj mobile, which I activated 12 hours ago and then inserted this morning into the iPhone.
PIN code is fine, but the phone has been stuck on the unlock screen for an hour with nothing happening...
Some forums mention obsolescence of the iPhone 4, but the person I want to give it to already has one that works perfectly fine. I don't understand.
Does anyone have any ideas?

first, restart the mobile with the SIM card inside
then, if the SIM is okay and the PIN is okay, the unlocking is done according to the selected option: swipe, PIN, pattern, password?....you need to find a way to go into the settings to check this option
if a password, pattern, or any other code that you do not know is selected, you will need to ask the seller
maybe try to reset it?

I couldn't even unlock the screen while my SIM card was fine: it was indeed the phone.
The online seller - although well-rated - (MEDIAPHONS) has been unreachable both by email and phone, and I eventually had to go get the phone tested and reset at the iPhone store since I didn't even have the IMEI... A technician performed a reboot using special software.
I won't be fooled again into buying a supposedly verified and guaranteed second-hand item in France.
