I use Windows Defender.
The screenshot at the top of this topic is the same.
I'm stuck when I want to save a modification made with Picasa3.

Try this manipulation:

Windows Defender Security Center → Virus & threat protection
Go to the bottom of the page to the section → Ransomware protection
Click on the line → Manage ransomware protection
Disable the option → Controlled folder access


Controlled folder access


Then try again.
P.S: I wonder if Microsoft made a mistake by omitting the S at the end of → ransomware

If not improved, add Picasa 3 to the exclusions of the antivirus
Windows Defender Security Center → Virus & threat protection
Section → Virus & threat protection settings
Click on the line → Manage settings
Section → Exclusions
Click on the line → Add or remove exclusions
Click on → + Add an exclusion
In the list that opens click on → File
Go to This PC → Local Disk (C) → Programs → Picasa 3
Select Picasa (Application); it’s the same one that allows you to open it as a shortcut.

Congratulations! I disabled the access device to the files, and I just tried with Picasa3 and it works!
