Meaning of cleared packages, non-taxable packages

I made a purchase from China and on the tracking of this item I read:

ROISSY INTER CHRONOPOST, Package cleared
Comment: Non-taxable package

What does this mean exactly..?

    What's your opinion?

    Cleared, passed through Customs.
    Not taxable, the opposite of taxable.

      Do you know what non quelque chose means?

      Your package is non taxable, it is not taxable! And a tax is not a fine but a levy. The fine would come, in addition to the taxes and with the seizure of the product, if it were a counterfeit for example.
