Black screen on startup after AMD Cleanup Utility

Hello,

So my problem is that I wanted to completely uninstall the AMD products from my laptop and reinstall the latest one directly. I saw a tutorial where the AMD Clean Up Utility is used, so I let it run and then it shows a message saying that I need to restart. So I do that, but when I launch the program, I click OK and it loads, then the screen goes black for a bit longer. I thought it was a bug and, like an idiot, without thinking, I turned off the computer by holding the power button. Then when I restart it, it connects me, etc., I'm on the desktop, then the applications launch, and I get a quick black screen with a message saying "your settings have changed or something like that, and you need to restart the PC to restore the default settings," and then a black screen where I can only move the mouse. In the corners at the bottom right and left, the network logo and the keyboard language are flashing, and then it just stays like that indefinitely.
