Hello, the problem is as follows:
I have over 15,000 photos on my iPhone 4, and I would like to delete them via my computer (Windows 10).
The issue is that after copying them, I receive an error message saying "Unable to delete... You do not have the necessary permission to delete these items."
I have already activated the permission via iTunes but to no avail.

Have you tried deleting the photos directly through iTunes after disabling syncing beforehand?
Disable iTunes Syncing
If you no longer want your photos to be synced to your iPhone, iPad, or iPod touch, disable syncing in iTunes to remove them from your device. You can disable syncing for all your photo albums, or just for certain ones.
Disable syncing for all photos
Open iTunes on your computer and connect your iPhone, iPad, or iPod touch.
Click the icon representing your device in iTunes.
Click on Photos.
Uncheck "Sync Photos," then click "Remove Photos."
Click Apply.
