Network card not connected issue (I think)

Hello,

Well, I have a Toshiba L670 laptop running Windows 7.
A few days ago, when I turned on the PC, the touchpad, keyboard, and internet stopped working, but Windows started up just fine.
I fiddled around a bit, took a look in the BIOS, and ended up doing a system restore to an earlier date.

I managed to get the keyboard and touchpad working again, and I can restart without any issues.
BUT there's no network.
I've tried various solutions suggested online, but nothing works.

When I go to "Network and Sharing Center" and try to "troubleshoot problems,"
I always get the same response:
The diagnostics policy service is not running.
Whether I'm an administrator or not.

In Device Manager,
I have 2 network adapters:
Broadcom 802.11n network adapter
Realtek PCIe FE Family Controller
Both are working properly and are enabled.

What I found strange
is in the "Task Manager"
the service
wlansvc is stopped.
When I try to start the service,
I get
The operation could not be completed.
Access denied.

That's it, thank you for your help, I've been struggling with this for 4 days and I have no idea.
Note that the WiFi is working fine, we can pick it up on mobile devices.
