Hello,
With Excel, the CTRL+SHIFT+] (note: the symbol in your message appears as &, but the common shortcut uses the + and the key is not specified) is a shortcut to apply a border around the selected cells, however it does not work. Other shortcuts work perfectly, for example CTRL+SHIFT+; (inserts the current time). OS: Win10, Excel 2016.

we must not have the same shortcuts (-Excel 2013)
ctrl+shift+1 (i.e. & key on numeric keypad)
displays the cell formatting window
ctrl+shift+; (as you noted)
displays nothing?
ctrl+; (without shift)
displays the date
ctrl+ : (without shift)
displays the time
ctrl+ ; followed by ctrl+:
displays the date and time
