Good evening,
When I play Assassin's Creed: Black Flag (a game that I can run without any issues) and my PC is charging, my computer starts blowing a lot even though it’s almost silent when not plugged in :/
I think the problem is due to the default HP settings that limit my PC's performance when it's charging, but I don't know what to modify and how...
I would need your help to find a solution to my issue.

No, quite the opposite!
The full power of your laptop is achieved when it's plugged into the wall:
with the power at maximum, more heat is generated, which explains why the fan blows harder.
This is generally the recommended way to play, with maximum performance.
When your laptop is running on battery, its power is limited to prevent the battery from draining too quickly, so the cooling fan runs less vigorously.
But with reduced performance, you may experience stuttering in certain games...
If you want to adjust these settings, you'll need to go into your laptop's power settings.

But what do you want to do? Are you ready to reduce your laptop's power to make it quieter?
That doesn't seem like a good idea to me, but it's your choice, it's up to you.
Plus, I play a game that runs smoothly on my computer, so I don't think a slight drop in performance will be detrimental (I have an HP Omen and I play Assassin's Creed Black Flag).
If you have, for example, 3 levels (max perf, balanced, reduced), you can switch to "balanced", it will lower the performance a bit, the PC will heat less and therefore you will hear the fan less.
