Beep beep instead of the answering machine

Hello, I’m trying to reach someone but after the 5 tones I believe the voicemail will kick in but it doesn’t. The ringing stops, the seconds go by, and there’s a sort of beep, but no greeting message. Do you know what that means? Thank you.
