Shortcut to a website on the desktop is not working

Hello,
I have access to a daily review online. I would like to create a shortcut on my desktop for direct access. When I right-click from the open page: create a shortcut/on the desktop, the shortcut appears fine. But then, when I click on the shortcut to access its address, the following message appears: "Cannot open this Internet shortcut. The "https" protocol has no program registered." What does this mean? What should I do to access the site directly from my desktop?
I specify that it works on another PC.

    Hello,

    Method 1
    Go to Control Panel → Programs → Default Programs → Set your default programs

    In the list, select your browser (Internet Explorer or Firefox or
    Google Chrome or your choice)

    Click on--► Choose defaults for this program
    Select all and save
    Go back to Set your default programs
    Select your browser and then click on--► Set this program as default

    Method 2
    Right-click on your created shortcut
    Open with
    Select your browser
    Check the box→ always use/open with this application
