Hello,
I recently bought a PC that I assembled myself, but here's the thing: the graphics card fan isn't spinning. It's currently at 47°C. It's a Gigabyte GTX 1050 Ti.
Please let me know if this is normal, and if not, how to fix it.

Don't worry, there's nothing abnormal.
First of all, you should know that graphics cards of these generations can handle temperatures up to 100 degrees.
Moreover, new technologies mean that the fan(s) only kick in above a certain temperature (around 60 degrees) and keep the GPU temperature stabilized between 60-70 degrees under maximum load.
This means they only run when necessary, and it's almost inaudible.
You can also have manual control over your GPU's ventilation, especially with the software provided with Gigabyte graphics cards called "Extreme Engine," and you can check at the same time if it's working properly ;)
