I suspect it’s a scammer trying to get us to call a premium rate number.

SAS FKTEL, whose headquarters is located at 12 Boulevard d’Athènes, 13001 Marseille, organizes a game allowing participants to win checks. This game is open to any adult of legal age residing in Metropolitan France (including Corsica), excluding employees of companies that participated in organizing this game, as well as their families (same name, same address...). It is expressly stated that participation in this free game with no purchase obligation implies full acceptance of the rules by participants.
ARTICLE 2
The game begins on June 26, 2008, for an unlimited period. SAS FKTEL will solely decide the end date of the game.
ARTICLE 3
To play, each participant must:
a/ Modalities of participation in the game
* a.1 Call a premium-rate audiotel (0899 cost: €0.34 including tax per minute + €1.35 including tax per call) following the receipt of an SMS
* a.2 Call a premium-rate audiotel (0899 cost: €0.34 including tax per minute + €1.35 including tax per call) following press publications, radio or TV spots, web or WAP banners, or any other means of promotion decided by SAS FKTEL
* The player will have to choose between 2 answers to a general knowledge question randomly drawn from a database. In case of a correct answer, the player's participation is considered winning and the game awards a check (see Article 4).
* a.3 Send an SMS to a premium-rate SMS number type P7 following the receipt or non-receipt of an SMS. In return, the player will have to choose between 2 answers to a general knowledge question randomly drawn from a database. b/ Modalities for cashing the prize.
The winner must write a handwritten letter clearly indicating their name, first name, mobile or landline phone number with which they participated in the game, and the game's name: InfosGagnant followed by the winning code communicated during the call or while navigating on 71900.

Any illegible writing preventing the check from being issued correctly, sending it to the correct address, and identifying the phone number or missing element will lead to the outright cancellation of the prize. This cancellation will also be effective if the request for the prize is sent more than 90 days after its award, with the postmark serving as proof.
ARTICLE 4
All players win a check ranging from 1 cent to 40 cents randomly. The 100th and 5000th entries win a check worth €100. The 500th and 3000th entries win a check worth €50. The 300th entry, the 1000th entry, the 2000th entry, the 4000th entry, and the 6000th entry win a check worth €20. The 50th entry, the 200th entry, the 400th entry, the 600th entry, the 1500th entry, the 2500th entry, the 3500th entry, the 7000th entry, the 8000th entry, and the 9000th entry win a check worth €10.
The participation counter resets every 10,000 entries.
Winners will receive their winnings by mail sent to the postal address they provided, no later than 60 days after receiving their letter (postmark serving as proof). The prizes cannot in any case be exchanged for other items or services regardless of their value, nor for cash. If a winner chooses not to or cannot claim their prize, they shall not be entitled to any compensation.
However, if the announced prize cannot be delivered by the organizing company for reasons beyond its control or in case of non-delivery of the prizes, no compensatory or financial equivalent can be claimed.
ARTICLE 5
SAS FKTEL cannot be held liable in any case for problems with delivery or communication disruptions, connection difficulties, or server failures of the sites.
ARTICLE 6
Requests for reimbursement must be submitted no later than two months after the date of participation in the game (the postmark serving as proof) to the above address. The stamp will be refunded upon request at the current slow mail rate. Only one reimbursement can be requested for a single participation, limited to one request per household and per day, same name, same address. Photocopying costs for the requested documents will be reimbursed upon justification, limited to €0.10. The call will be reimbursed based on 2 minutes (i.e., €1.35 per call + €0.68) for communication on a premium-rate audiotel or 4 SMS at €0.50 including tax each if the participation is made on a premium-rate SMS short number level 7, i.e., €2.
Any reimbursement request not containing the following information cannot be processed:
- the name of this game,
- the means of obtaining access to the game,
- a copy of the detailed invoice highlighting the date and time of the call or sending the premium-rate SMS,
- the type of prize(s) put into play,
- the time and date of the call or sending/receiving the SMS,
- a bank account statement,
- a copy of the telephone subscription contract through which the call was made.
ARTICLE 7
The recipient of the information contained in the Game is SAS FKTEL.
The Organizer informs participants that their personal data is subject to automated processing and is kept in a computer file which it reserves the right to exploit or market.
The participant, in the event that they are among the winners, authorizes SAS FKTEL, free of charge, to use their name and first name in connection with the publication of the list of winners of the present game on the site: http://www.infosgagnant.com and wap.infosgagnant.com

It's not necessarily a scam. Very likely, it is an advertisement with compensation (for the operator) through the surcharge, or related to the multiplication of relays or necessary redirections.
How did they get your number? Already through various advertising databases. For example, if you have a subscription to a magazine. Or if the message is not specifically targeted. For example, if you're being offered not to contact a girl, but to win €1000, you just have to dial a random number, and you'll quickly end up reaching someone.

The 36111 responds right away, but "Stop" no longer goes through. Response:

If anyone has any idea about the STOP that doesn't go through. Anyway, as soon as I see a 08, I skip it.

I called the bailiff mentioned in the FKTEL rules and with whom the game rules are deposited.
I initially assumed that the draw for my phone number was conducted by them.
I asked the following questions to the person who answered me:
Who conducted the draw?
Where was the draw held?
When was the draw conducted?
How was the draw carried out?
Who is the bailiff that supervised the draw?
The person I spoke to on the phone couldn't answer me for the moment.
I told them I would call back this afternoon to get a response.
If I get this answer, I will communicate it here.
Otherwise, I will provide you with the contact details of the bailiff in the form of the elements that need to be searched in the Yellow Pages to obtain them.
In this case, I hope that most people affected by this type of unwanted and unsolicited SMS will take similar steps with this bailiff.

I just received this message about a court bailiff drawing, it's completely outrageous, it's a total breach of trust and also a form of hostage-taking; either you respond and pay, or you stop and pay for your text message as well.

I also received calls from numbers starting with 08... and a text from 36 111. Is this really legal? Because given the scam, it would be nice to take them to court.
