Noisy Maxtor M3 1TB Hard Drive Not Recognized (?)

Hello, here's my problem.

I just ordered and received a Maxtor M3 (refurbished, not new, if it’s defective, you’ll help me return it as soon as possible), and when I plug it into my PC, it makes a strange noise, like an error sound. My PC recognizes that it is connected (it is detected by the USB port), but it does not show up anywhere, and when I manage to find it in Device Manager, I only have little info in Properties, no capacity or formatting info (could it be blank and therefore unformatted?).

If anyone has any information to guide me in a direction, I'd appreciate it... Whether I should return it, install a driver, or format it (although while searching, I don’t seem to have access to a formatting option in Disk Management...

    Right-click on the This PC icon, go to Manage, Storage, and see if your disk is recognized by Windows.
