Qu'est-ce qu'un Software Manager ?

Hello,

I just noticed that the Software Manager icon appears in my taskbar and I've never seen this software before. Any advice?
It's not in my programs to uninstall.

    I add that given certain posts, it apparently is a virus... Yet the last thing I downloaded is a Logitech software for webcam...
