Hello everyone,
After testing different solutions without success, I'm posting my problem here:
Following the Windows 10 update, the keyboards have switched to French (France). Is there a way via GPO (2012 R2) to set the keyboard to a different language for all workstations?
I tried creating a .adm file
or through the regional settings
or via the registry Keyboard Layout\Preload\ but nothing is conclusive so far.

No, it is not possible by default. Besides, you haven't mentioned why it's not conclusive.
Some people have described methods, including those via standard GPO, which only work after a user logoff/logon; and that is expected.

Another method is more ingenious and uses the same approach with the added execution of an .exe (internat.exe) that allows loading locale settings.
This one is worth a look.

Using a registry "compactor" on top of a registry "cleaner" would be equivalent to rinsing your throat with a swig of Jack Daniels after swallowing a pint of snake oil....

You indeed need to go through the preload.
