Hello,
I'm looking to build a powerful PC with good display quality (Full HD, minimum 60 fps) in order to do Full HD video editing (30-60 fps) or play some games. I have a fairly low budget of between 400-500 euros. I'm not looking for something low-end, but not a beast with an Intel Core i7 either. So to have a good price-to-performance ratio, I'm considering an AMD setup.
Alright, let's get to the point. I'm trying to save money wherever I can, especially on the graphics side. On some motherboards (priced between €70 and €110), I've seen that there are built-in female HDMI ports, and in some cases, it was mentioned that the motherboards were compatible with 4K. Are these HDMI ports intended to connect a monitor? If so, is the quality sufficient to avoid getting a graphics card?

When you use the video outputs from the motherboard, it means that the display is managed by your processor. More specifically, by the processor's graphics chipset.
Now, you need to check according to the processor what resolution its chipset is capable of displaying.

An example with this i5, where you can see the details of its graphics part and the different resolutions it can provide depending on the chosen output. Here, via HDMI, it supports 4K.
