As there is no longer a SCART connection on my new Samsung LED TV that I just acquired, how can I use my Toshiba VCR to watch my VHS tapes and/or record?

Yes, your setup can work, but you need to buy this
https://www.cdiscount.com/high-tech/accessoires/peritel-scart-vers-hdmi-adaptateur-convertisseur/f-10628-mon4895179913925.html
so that your scope works on an HDMI socket on your TV
Here’s what I propose:
Current HD TNT terminals have a "PVR" = Personal Video Recorder (in French = Magnétoscope Numérique), they record on external hard drives, convenient, no more tapes or DVDs to handle, you can record one channel while watching another on your TV, you connect it via HDMI to your TV
Wiring diagram, to which you will need to add a coaxial cable between the terminal's antenna output and your TV's antenna input:

This will be much better than connecting the HD terminal to your current recorder which, in any case, will record via the SCART a degraded HD signal in analog SD, and then this signal will be converted back to digital by the converter, plus you will have to program both devices.
You can still use it for playback by using the converter connected to the second HDMI of the TV.
