Parental control on local account

Hello,

I just installed Windows 10 on my son's PC. So far, everything is fine; I set up an admin account for myself and a standard account for him, all locally.
Everything I find online talks about child accounts with a Microsoft account, but I don't want to create a Microsoft account and I can't find the parental controls like with Windows 7.
Can anyone help me?

      But you need a Microsoft account to use the "child account".
      As stated in step 4

      Enter the email address of the person to send them an invitation to join your family.

      However, I don't want to create Microsoft accounts; I would like to do it like with the7
