Divide a sheet into 4 on Publisher with crop marks.

Hello,
I hope you can help me because I've searched online and couldn't find the answer to this question. I want to create small forms for clients to fill out in order to update the client database. I've started a template in Publisher, but I'm having an issue. I want the sheet (A4) to be perfectly divided into 4, so that I only have to cut the sheet in half in both directions (horizontally and vertically). However, I'm pulling my hair out because no matter how much I've tried to configure it, I can't get the cutting lines to be dotted and have something equal in each quarter of the page. I should mention that I’m using Publisher 2013.

In Plublisher, click on Layout and under Layout Rule.
Under grid rule, set Columns and Rows to 2.

P.S. Often create a restore point! it solves quite a few problems.
