The printer is not printing all the lines.

The issue you're encountering is directly related to the print heads.
Either the printer hasn't been used for a long time, which causes some drops of ink to dry on the heads, resulting in "one line out of two" prints.
Or these heads are "clogged" with dust or particles from paper that was previously stuck in the printer.

The downside nowadays is simple:
Consumables cost more than the printer itself!
As long as the printer is under warranty, it is easier for the manufacturer to replace it with a new one than to repair it.
I know what I'm talking about (having worked in customer service for several companies). The labor + parts can cost two to three or even four times the price of a new printer.

To get back to the topic:
If manual cleaning doesn't solve your issue either, then consider changing your printer. Sorry!

If I may advise you, I would say that Epsons are a good choice for inkjet (but be careful, they can be picky about cartridges - they always want originals!). Canons also perform moderately.
For laser, I've been using a Samsung for about 4 years. Color. It wanted to rip me off (sorry for the term) with the toners, but a piece of tape on the cartridge contacts saved the day ^_^ (message me if you want details on this subject)
