Hello,
I do not want to frame the page but only a part of the text, or a title. I have Windows 7 - Thank you -

If you’re working with Word, you can proceed in 2 ways
If there is no “paragraph offset in the text you want to frame,” simply select the paragraphs, then go to the Paragraphs tab on the ribbon, then open the small arrow to the right of the Borders icon, which will “open” the dropdown menu and choose Outside Borders.
Another method: in the Insert menu then in the Illustrations ribbon, select Shapes and open this dropdown menu by clicking the down arrow, then choose the shape (rectangle or rounded rectangle, for example) and click the chosen shape. The cursor then becomes a cross.
Hold left click and drag to draw the shape, which will sit on top of the text, like a label.
You must then click on this shape and format it: Shape Fill: None, Shape Outline: the line, etc... after activating the Drawing Tools ribbon.

the Word version would have been more useful than the Windows one :-)
Select the text you want to frame, click the Home tab, you will find a "Borders" tool, to the right of the paint bucket, in the Paragraph group. At the bottom of the list of borders, there is a "Borders and Shading" command that will allow you to choose a color, a stroke style, a thickness, etc.
