Difficulty printing stamps on 24-label sheet

Hello,
I have a problem; I want to print stamps on the post office website.
On the site, I configured the size of my labels to 63.5 x 33.9 on A4 paper >> The post office provides me with a ready-to-print PDF, and that's where it gets stuck:
The issue is that the printing starts too early (it doesn't leave enough margin), so the print doesn't end up in the expected location.
The worst part is that when I start printing with the same settings but using plain paper, the print starts lower and would be in the correct position for the label sheet...
So depending on the paper used in the printer >> labels or plain (both are A4), the print start point doesn't begin at the same spot...
I spent over 3 hours trying to understand, but I'm going in circles... If anyone has an idea, I would appreciate it.
My printer is an HP C4200
the A4 paper pre-cut into 24 labels is reference J8159 from Avery
the ordinary paper where the print starts lower is standard A4 80g paper

I don't know if this would solve the problem, but it seems to me that Avery offers free software for use with their sheet templates, have you checked the site?
Otherwise, take a look at this PAGE and see if it will be useful to you or not, for example.

Yes, I saw the software, I installed it and it allows for editing addresses in label format but it doesn't work for stamps; it's the postal software that does everything and creates a PDF >> Then we print.
I tried to modify some settings on my printer but it didn't change anything. I couldn't adjust the top margin..
Moreover, on ordinary paper it prints in the right place and as soon as I put in the label sheets (same A4 format) the printing starts higher and part of it is outside the labels..
I'll try with another printer.

For those who might have the same problem >> I took my PDF file and printed it on another computer and another printer (the same file) and it printed perfectly, the stamp and everything at the right place. The margin before the start of the printing is larger than on my printer...
So it's definitely the printer that has the problem.
