BIOS access issue on my Samsung PC

Hello,
I have a SAMSUNG PC with Windows 8 OS. One of my colleagues messed with it, so it won't start anymore, and I can't access the BIOS. I'm unable to boot from the CD or the HDD; I get a message that says "all boot options are tried. Press (F4) key to recover with factory image using recovery or any other keys for next boot loop iteration." I press the F4 key, but I still get the same message.
Can you help me find a solution for this? I formatted my HDD and even replaced it, but the same message keeps appearing.
Configuration: Windows / Chrome 38.0.2125.111
