Blonde singer, short hair? That's a rather vague clue. It could be Dido, from the No Angel era (first album).
The video could be Thank You.
But with so little information...

Sorry for the lack of details, it's complicated to explain how I saw her and why I want to find her ^^

Physically, it matches, but in the images I remember, the singer was heavily made up
