Please excuse me in advance for the few clues I will leave you, but I can't recall more than what I am going to write.
So here it is, I saw the music video of the song I am talking about on YouTube in October, the song probably dates back to the 90s or 2000s.
It starts with a bass line, then a female singer begins to sing over it. The bass line has quite basic eighth notes, changing chords from time to time, and we remain on the bass/voice duo for almost half of the song before it explodes a bit.
The singer is a girl, with very short platinum blonde hair. I can't remember the name, but I dare to imagine it is androgynous because before I was told during the song "that this girl blah blah blah," I was convinced it was a guy singing!!
In other words, she has a deep voice (but not feminine like Amy Winehouse), but can also hit the high notes (especially in the second part of the song that explodes).
It seems to me that it is a very difficult song to sing (a friend had let me listen to it and told me she learned it for some festival and that it was hard despite her talent).
Unfortunately, I have no lyrics or even a melody in mind, I just seem to recall that the video was bright (lights bursting out? Not sure) and that you could see the face of the singer who looked really more like an effeminate boy than a woman.
So the style is something that plays on the radio, between pop rock/British pop, I don’t really know...
She kind of looks like Pink in my memories, but it can't be her, I would have noticed!

It doesn't seem like it's her. First of all, the name doesn't ring a bell, and moreover, I had the name of the song and the artist right in front of me while listening, so seeing "Annie," I would not have thought it was a man, I think. But indeed, it is somewhat that kind of haircut; however, the singer seemed younger to me (at least younger than Annie Lennox is in her cover of Hallelujah). I watched some other clips like Why, and that's not it.
By the way, I forgot to mention that it must be an English-speaking singer, in my opinion American (or maybe British, but I don’t think so...)

I searched on Google extensively and found quite a few singers that fit your criteria, but none of them met all of them! In the end, I searched for a blonde singer on Google Images (I should have started there!) and after elimination, it turned out to be Gwen Stefani, so at that time, it could only be when she was singing with her band No Doubt.
Everything matches.
(I'm looking for the singer first because I've spent three-quarters of my life without a TV!)
Is there a tiny chance it could be that?

It’s possible that it’s indeed that; I had thought of her but I had removed her from my list not knowing she had a band; so this brings it back into play.
I can’t be 100% sure it’s that, but it’s possible as you say; however, it would be under No Doubt and not under Gwen Stefani, so I guess I need to listen to them all. Anyway, when I typed Gwen Stefani clip on YouTube, I didn’t find the one I’m talking about.

Before being totally ridiculous, I made someone close to me listen to Hallelujah (not taken from the most heard one deliberately, among other reasons because there is less doubt, or even no doubt about her voice), and this person thought, at least at the beginning of the song, that it could possibly be a man, so I'm going for it, could it be Annie Lennox (singer of Eurythmics)?
If yes, then it's just a matter of finding the clip!
If no, then it's just a matter of continuing to search!

It seems to me that the clip is from the early 90s at the earliest (1995?) and at the latest from the late 2000s (2009?). Yes, I know... 20 years is a lot... :/
I have no idea what she might have done before or after this track, but it seems to me that it's not a band, but rather a single singer (like Amy Winehouse and not Pink Floyd). Maybe the title has something to do with brightness (shiny or something like that?) but I'm not even sure about that, I might be mistaken because I have a memory of a clip that was, indeed, shiny...
Surely the song is about love (like 3/4 of songs in the end).
And yes, in my opinion, she would have a name that could be masculine but English, not Pascal or Dominique; a gender-neutral English name, or maybe a stage name I can't remember...
