What is the Steam overlay?

Good evening,

I am a bit of a novice on Steam, and I would like to know the purpose of the Steam overlay (what it actually does).

Additionally, I am unable to activate it in a game (CS:GO), and therefore I cannot access the Workshop either.

The Steam overlay is (if I'm not mistaken) the window that you can activate while playing a game, from which you can communicate with your friends, launch the web browser, find guides, etc...
Its usefulness (among other things) is to show you during a game the messages you have received directly through a small window in the corner of the screen while you are playing, as well as the friends who have just connected and/or which game they have just played (depending on the configuration)

To activate it, you first need to configure the shortcut keys, it’s in Steam > Settings > In-Game > Overlay Shortcut (and then you choose the shortcut, where the keys to display the overlay in a game are)

Also, it might be that the overlay is bugged; it happened to me once, it wouldn't launch anymore, even though it was already activated on Steam (the file steamoverlay.exe was always throwing an error), I didn't really look for a solution until a Steam update, I believe, at least some time later it was working perfectly.
