you open the start menu you open the control panel you open devices and printers you look for your mouse right click on it in the context menu you have mouse settings and there you can configure your mouse

It does not configure the buttons... only the pointer speed.
... so you have an old mouse, or an old operating system, or an old computer!
The control panel currently allows you to set: - the swapping of the left and right buttons - the speed of the double-click - the click lock - the customization (image) of the pointer - the pointer shadow - the pointer alignment - the mouse trails - the scrolling of the wheel and incidentally the pointer speed!
