GTA IV infinite loading (characters)

Hello,
I bought GTA IV on PC last year and I wanted to reinstall it on my new PC running Windows 8 (I managed to overcome some issues with Games for Windows and the Rockstar Social Club, but now when I launch it via the icon, when I get to the loading screen with the characters, the loading continues until the end of the music and the characters keep scrolling indefinitely.
If someone very nice could help me get past this loading screen?
I should clarify that my computer is not even a week old and is more than capable of running GTA IV.

I found the solution guys! Ever since I've been on Win10, I've had this issue and it's really simple!
Go to your game's folder and look for LaunchGTAIV.exe and create a shortcut on your desktop
Right-click on it, then Properties, and at the end of the target, add a space and then add this -norestrictions -nomemrestrict -availablevidmem 2048.0
Problem solved, no more infinite loading!
I’ve been struggling with this for 3 months! You can even change your graphics settings again, I'm using 600 out of 4000Mb of RAM and the text is still in orange but as long as it works..!
