Brush and pencil issues on GIMP

Hello,
I installed GIMP 2.8 in 2013. I just started using it again, but I noticed that I couldn't use the pencil and brush tools. I created a circle (for example), and deselected it afterwards. Still, nothing works... no stroke appears...
Could you please advise me?

    Hi,

    Check if the image is in RGB mode
    Image > mode > RGB
    Are your brush and pencils in normal mode?

    Hi,
    yes, those three modes are in the mode you told me about,
    that's why I don't understand.

    I think I'm going to reinstall it to see if there's any change, because I don't see how to proceed otherwise.

    Everything works except for these two features, and that's blocking me from what I want to do...

      If it still doesn't work, try going to the Gimp Attitude website, there are very good specialists there.

    I understood what was wrong with the brush, it is locked, however how can I unlock it from the layer?
    I've been looking but I still can't find it.
