Good evening,
I would like some information regarding
the folder "RECYCLE BIN" that is located on my second hard drive (Windows is not located there)
what is its purpose?
is it important?
can I delete it?
because I need storage space
and it still takes up 8 GB

Good evening,
This is the location of the recycle bin.
Open your recycle bin and empty it to delete the contents of the folder, or use the Windows disk cleanup utility if your files are not visible: https://support.microsoft.com/en-us/windows/tips-to-free-up-drive-space-on-your-pc-4d97fc4a-0175-8d49-ac2f-bcf27de46d34
