The main issue is the USB Modem itself.
As it is a usb modem, those drivers have to be installed in the firmware of the 3G router.
So even if you have the same ISP and the 3G modem do not work with 3G router, that mean the modem is not handled by the router.
So you need to be sure that the modem is handled before using it in the router.
regarding RDP access, you need to be sure that port 3389 is open from you isp.

I think that you did not well understand the problem.
The router 3G and the modem 3G does not put a problem.
The problem settles at the level of the SIM card installed in the modem 3G.
The connection becomes established with a number of SIM cards but with other cards not.
