Half English and French Windows

The language has been in English since the purchase of Windows or the problem appeared long after

in advanced settings (still in Change input methods)

change the following values:

replace the Windows display language: French (France)

replace the default input method: French (France) - French

Go to Control Panel, then Clock, Language, and Region, Change input methods

- remove English if you find it

click on French and then on Options and check that the Windows display language and input methods are set to French

Thank you for your response, but unfortunately it's not simple. I have done this many times; it correctly chooses F and keyboard F
But when you go into any tool in W, like Control Panel, it first displays CONTROL PANEL:!:!! And the inside is in pure English. Fortunately, I understand E, but for my wife, for example, it's Chinese
I think there are tons of W versions and you need to hit the right one, but I think there must be a trick to fix this maybe in Reg?

I'm starting to understand my problem. I have W7 bought in France which has no issues. However, my brother has this problem on his laptop with W7 bought in the US! (at a very good price because MS is slashing prices!) and there in the language settings there is a choice between US English and French with their associated keyboards. Obviously, he chose French, but that doesn't change the MS tools which remain in US!!! And that's the problem I'm trying to solve because for me there must be a trick at the registry level maybe. I know this problem is a bit complicated, but as a tinkerer of OS for over 30 years, I love to figure it out!!!

There are "language packs" from Microsoft to switch Windows to many languages........... worth a try!!
