These numbers must reassure the victim that it is indeed a person located in England.
They are not English numbers but numbers called "personal numbers" or "follow-me-numbers." These numbers can be redirected to almost any mobile or landline phone anywhere in the world.

The company FLEXTEL based in the UK... They offer numbers +44 70x .... with call redirection to almost any (or almost) number in the world. This convenience is often used by scammers from West Africa and elsewhere. -

It takes a minimum of common sense to see it. People are so gullible to send money to a stranger who promises a refund or payment!!!!???
