Connect to the internet but web page unavailable

Hello,
I have a rather strange problem since last night!
Indeed, for no particular reason, I can no longer browse web pages... But the internet is definitely present.
To eliminate or at least pinpoint the issue, I must specify that another computer, a tablet, and an iPhone are on the network and have no problems whatsoever.
The PC that has the problem cannot load any web page across all browsers, but I can use Skype, Teamspeak, torrent, and ping without any issues, so the connection is indeed present.
I’ve tried several solutions! I even ended up formatting it (with the only backup being the user files), but 30 minutes later, the issue was back.
Two little tricks allowed me to get internet back intermittently.
I have two network cards, one for Wi-Fi and one for Ethernet; if I disable the one currently in use and enable the other, access to pages works for about one minute.
The second solution is safe mode with network support, which has no issues at all...
I have, of course, checked the startup programs and services using msconfig, but nothing works...
So I’m turning to the internet for a possible solution!!!
