PC restarts looping after uninstalling McAfee.

Hello,

I just formatted my Acer laptop; everything went fine. McAfee was installed by default, I uninstalled it, then it asked me to restart my PC, which I did, and then nothing else—it's rebooting in a loop. What should I do :(

    1) remove the PC battery

    2) Wait a good 15 minutes or even a good half hour

    3) Then put your battery back in and restart

    Sometimes it comes from Windows forced shutdown, either by removing the

    electrical cables when the computer is powered, or by pressing the power-on button

    to turn it back on

    I did all that but without success, so I formatted this hard drive and now it won’t start up, rebooting in a loop. should I buy a Windows CD again? thank you kindly
