I had the same problem, I went to see this link... and I understood, yesssssss!

In French, you need to go to:
My Documents\My Music\iTunes
Rename the file iTunes Library.itl ----> iTunes Library.itl.old
Go to My Documents\My Music\iTunes\Previous iTunes Libraries
Select the most recent file (for me, it was iTunes Library 2008-10-10.itl) and make a copy in the iTunes directory, renaming it iTunes Library.itl.
Restart iTunes and normally, it should work!

There you go, I've been searching for a while and I just figured it out....

I only have:
iTunes Music Library
iTunes Library
a folder: iTunes Music
and another folder: Album Artwork

I have the same issue as you, yesterday iTunes was working fine.
It tells me:
"It is not possible to read the file "itunes library" because it was created using a newer version of iTunes."

Well, I have the feeling that something a bit strange is happening to me; I followed your instructions, iTunes reopens but when I try to add all my music back into it, the application crashes and I realize that in addition to the file that I just renamed to iTunes library.itl.old and the other one that I just copied iTunes library.itl which is the copy of my most recent file in "previous iTunes library", a new file is being created each time "iTunes library" and it crashes the application. What should I do???? What did I do wrong?

Here I am, so happy to have found out how to do it that I'm going to give you the answer... You just need to go to the iTunes file, right-click, select properties, go to general, and uncheck read-only, and there you go, it's done.

iTunes is looking for the file in MyDocuments\Ma musique
However, during the installation, the iTunes folder, for some unknown reason, was installed in MyDocuments\My Music

To fix the issue, I simply moved the iTunes folder from the My Music folder to the Ma musique folder...

And there, magic, it works! :)

When it installs a new version, iTunes creates a directory called:

C:\Users\username here\Music\iTunes\Previous iTunes Libraries in which it puts a backup of the old library.

So, just delete the new library file (iTunes Library.itl) created by the new version in the directory C:\Users\username here\Music\iTunes\, copy the .itl backup file, and rename it to iTunes Library.itl.

No need to uninstall and restart...
