Hello,
I tried to download Picasa again after receiving an error message and it still won't open:
thumbs_index.db,CBlockFile=847,err=2,errno=17,oserr=17
I’m devastated... I’m on a Mac.
If anyone can help me...

Thank you, but I can't find the library file and the rest....
I was in the process of importing photos from iPhoto, some were in a hidden "master" file and others directly in my images folder... I wanted to import the photos into Picasa and gradually remove the photos from iPhoto... I should have cleaned up first before importing into Picasa... ugh.... anyway, now it doesn't work anymore.... and I tried reinstalling and it's still not working....-

According to my Google link, it is indeed a corrupted
database problem
on Windows, you have to uninstall by removing all preferences
do you get this message on Mac asking you to keep preferences or not?
If not, this db3 file represents the database and you absolutely need to delete it so that the new Picasa can rebuild a new one by re-indexing your folders, otherwise it will remain on your Mac and you will be able to reinstall infinitely without any changes
do you have Onyx?
maybe if Picasa is uninstalled, Onyx would remove the obsolete Picasa files
MAC OSX and it is its major flaw in leaving a bit everywhere when uninstalling apps.

close Picasa
open Finder
go to your username>library
then application support>google>picasa 3
move the db3 file to the trash
restart Picasa
if it works you will need to re-index your photo folders to rebuild the database
